In the Sky Zone's arena, the citizens watch as their President, SlushAngemon, orders the execution of a Puttimon. Elsewhere in the Zone, the Fusion Fighters arrive. Though seemingly peaceful, Beelzemon is distrustful of appearances and leaves to do his own investigation. Mikey accidentally falls off the side of the Sky Zone while wandering and is saved by Shakkoumon, who warns them that all is not as it seems.
Dondokomon attempts to join an orchestra and decides to join in but a Piximon and attempts to arrest him for first disturbing the peace and then assaulting an officer. Starmon and the Pickmons come to their defense when Lucemon intervenes for leniency. Gargoylemon, one of the highest members of the patrol force, arrives and attacks Lucemon in punishment for defending the outsiders. The police then leave, while Lucemon explains to the Fusion Fighters that the Patrol Force protects the Zone's borders to let the Digimon within produce art. He also explains that the Code Crown is sealed with unknown means of retrieval and that he is running for president in the upcoming election.
Lucemon takes the Fusion Fighters to an art area. Their viewing is interrupted when they hear a loud crash and find Dondokomon standing above the broken statue. The police force arrests Dondokomon for vandalism as well as Mikey and Shoutmon for obstruction of justice. Gargoylemon interrogates them at the station and admits that they will be erased no matter the outcome. The other Fusion Fighters break them out of prison until SlushAngemon himself apprehends them.
The next day, in the arena, Gargoylemon proceeds to begin the execution with a list of crimes. Lucemon attempts to stop the execution only to be rebuffed. It is only stopped by a Kyupimon speaking up and admitting that he broke the statue. The Fusion Fighters are released only for the Kyupimon to be put for execution. Mikey disagrees with this injustice and attempts to sway the crowd to his views, with Lucemon helping. SlushAngemon decides to kill the group by himself and is met by Shoutmon X4. SlushAngemon manages to defeat Shoutmon X4, but Beelzemon appears and digifuses with Shoutmon X4 to form Shoutmon X4B, who is now fast enough to match his opponent. Shoutmon X4B defeats SlushAngemon but spares his life, and the crowd begins to back Lucemon instead, winning him enough support that he is marked as Presidents. Meanwhile, Shakkoumon looks over all.

When Gargoylemon presses the charges against the Fusion Fighters, in the Japanese version he only mentions "breaking a statue, resisting arrest and attempting to escape". In the American dub he mentions much more broken laws, such as "laying on the grass, obstructing justice and making loud noises".
Ballistamon's frequent exclamations of "Art is an explosion!" is a motto of famous Japanese abstract artist Tarō Okamoto, and was also the catchphrase of the ninja Deidara from the Naruto franchise.
GuardiAngemon practices a police state in order to keep the Zone's citizens fearful and obedient.
